The Role / Responsibilities


Key responsibilities for the Construction Supervisor:

  • Site management of fibre to the home works
  • Ensure all work sites are to Chapter 8 requirements
  • Supervision of contractor activity to ensure works are completed to b4b/Fibrus specifications and NIRAUC requirements
  • Ensure compliance with Openreach Physical Infrastructure Access (PIA) requirements
  • Minimisation of customer disruption during build activity
  • Recording daily works completed and completing reports as required
  • Completing final snag and joint measure for invoicing
  • Checking plans and seeking for re-plans to reduce costs
  • Working closely with our Build partners to form a working partnership on site

As a Fibre Planner you will be working on new and existing design projects as Fibrus rolls out its FTTH network across N. Ireland. Working with the Planning Manager you will have responsibility for ensuring our design partners produce fibre designs that are compliant with our agreed network architecture guidelines and contain the necessary detailed information to ensure build and cost accuracy. Additionally, you will have the responsibility to ensure each area design yields the maximum number of premises passed possible within the cost guidelines for the project.

  • Ownership of FTTH network design from survey to design to build and into maintenance
  • Overseeing outputs from our design partners to ensure they meet architectural guidelines and contain the necessary information to ensure build and cost accuracy
  • Working alongside design partner optimising designs to ensure maximum yield of premises passed by our fibre network within the cost per home budget
  • To drive consistency, quality, suitability and cost-effectiveness with every design and build
  • Production of reactive desktop designs and feasibilities to leverage new opportunities
  • If necessary, produce construction & cabling work packages for internal and/or external teams
  • Ensure that all works comply with guidelines and relevant codes of practice
  • Work with the Project Manager to deliver project work plans and revise as appropriate to meet changing needs
  • Work closely with relevant stakeholders, internal, external, local authorities to ensure effective and efficient implementation of the infrastructure and react to any changes necessary
  • Design and maintain accurate systems to support the planning process

  • The perfect person will come from a telecoms background coupled with extensive planning experience – previous experience working for a major UK telecom company would be an advantage

  • Solid understanding of PON type architectures
  • Proven ability to design and create fit for purpose and cost-effective fibre optic networks to include topology layout, fibre splice plans, cable duct and routing
  • Proven ability to complete a ‘concept’ (aspirational) design for walking the route/ joint survey with contractors
  • Proven ability to complete a ‘technical’ (factual) design and pack for issuing for build
  • Ability to interpret and translate a set of architectural guidelines into a set of design rules for our design partner
  • Proven ability to carry out joint validation surveys with contractors to establish the most effective trench/fibre routes and chambers locations (based on cost, practicality and H&S etc)
  • Detailed understanding of UK/NI local and national authority regulations in respect to civil engineering works
  • Detailed understanding and working experience of Wayleaves
  • Good knowledge of Streetwork regulations
  • Demonstrable experience in use of a range of GIS software e.g. QGIS

The Role

The Role


Fibrus’ Chief People Officer (CPO) will be responsible for building the company’s people function, recruitment, culture, structure, values and policies. S/he will drive Human Resources (HR) best practices and initiatives and provide strategic direction and expertise for the full scope of the HR function, across the business and, in certain circumstances, within our contractor base. Reporting into the CEO, the CPO will develop and execute the HR strategy for the organisation and partner with the Senior Management Team (SMT) to execute on the vision. The CPO will serve as a thought partner to the SMT, provide HR advisory services with regards to leadership, coaching, employee relations, talent acquisition, engagement, culture, compensation, organisational design and change, performance management, learning and development. S/he will oversee all HR colleagues and be responsible for leading, assessing, mentoring and supporting them.


Key Responsibilities:


Strategic:


  • Immediately implement a resourcing plan that meets Fibrus’ ambitious roll out strategy, attracting the best candidates to Fibrus and our contract partners as rapidly and as economically as is feasible.
  • Develop and implement a human resources plan that aligns with the overall mission and strategy of the organisation, resulting in best practices and policies that will service the full range of Fibrus’ HR needs and help build a high-performing culture of success, accountability, transparency and collaboration.
  • Gain an understanding of the organisation and participate fully in all strategic deliberations. Act as a strategic partner to all members of the Senior Management Team (SMT) and provide insightful, innovative thinking and problem solving on critical HR issues.
  • Optimise the HR function/team, modernise and refine key processes and activities aligned toward achieving strategic objectives.


Operational:


  • Proactively manage resource allocation and maintain a competitive approach to recruiting and assimilating high-potential talent throughout the world. Advise on people programs and processes to enhance talent attraction, retention, development, and succession. Partner with Finance in overseeing departmental budget and headcount.
  • Develop comprehensive approaches to employee development, retention and onboarding by refining or creating compensation and benefits, employee development, succession planning, and learning opportunities as appropriate.
  • Oversee compensation practices and philosophy to ensure salary benchmarking and surveys are handled on a regular basis.
  • Ensure compliance & mitigate organisational risks.


Culture and Development:


  • Develop relationships with Fibrus colleagues and become someone who is sought for advice and counsel on HR, cultural, and organizational issues. Facilitate integration of diverse workgroups, cultures, and newly acquired assets.
  • Coach and counsel SMT in developing themselves and their teams to achieve improved performance and engagement
  • Counsel, coach and guide all colleagues in addressing concerns and complaints to assure fair and equitable treatment while ensuring compliance with regulations and practices.
  • Mediate employee relations and performance issues and provide counsel to fellow managers on appropriate methods of performance management
  • Role model Fibrus’ core values and demonstrate leadership consistently.


Education, Experience and Skills:


  • Bachelor’s degree required. Advanced degree or MBA preferred. Certifications in HR helpful. 7+ years of relevant business experience ideal.
  • At least 5+ years of progressive HR leadership experience, with 2-3 year leading an HR function.
  • Passionate about Fibrus’ mission, enthused by the challenges confronting the organisation, and dedicated to achieving its goal.
  • Excellent communications skills - written, verbal and interpersonal - and an ability to tailor communication style.
  • Demonstrated capability in adapting and innovating HR practices and solutions and right sizing them to the needs of a fluid and fast-paced, entrepreneurial organisation.
  • Solid knowledge of all facets of HR. Experience as an HR Business Partner supporting executives or senior leadership.

The Role

You will be responsible for the following core areas and activities:

  • Business lead for updating and maintaining the information held on our GIS business systems
  • Maintaining and updating the NI premise data (pointer data) set used by the Fibrus business in the build of its telecoms network
  • Resolving issues that arise between different data layers and opposing co-ordinate systems across the applications utilised in the business
  • Liaising with external 3rd party technical resources (e.g. OSNI, ESRI & Openreach) to resolve any GIS compatibility issues
  • Work collaboratively with our contractor partners to ensure that NISRANS Symology is being accurately reported to the Roads Authority all works in the public highway
  • Producing survey maps to support the survey team, checking subsequent survey packs for completeness and alignment with the Network Plan
  • Publishing online maps and data which can be viewed and shared within the organisation or with the public
  • Survey areas that have incomplete or missing GIS or Telecoms Physical Infrastructure data
  • Capturing asset data using a combination of paper-based mapping and tablets with ESRI ArcGIS software
  • Identifying asset types and dimensions and recording them accurately
  • Maintain up to data and accurate “As-Built” records of all network inventory from the Fibrus build programmeOrdering digital mapping data
  • Support with the upkeep and management of data used in Fibrus GIS products.


The Person

You will have the ability to work with minimal supervision in a busy and fast paced environment


Experience

  • The ideal candidate will come from a telecoms/GIS background with a minimum of two years planning experience and will have a GIS/CAD related qualification
  • You will be experienced in the use of ESRI ArcGIS 10x and ArcGIS Pro, web GIS in ArcGIS Online/ Portal for ArcGIS and ArcGIS Server
  • Other open source GIS skills are also desirable
  • You will have experience in a variety of data sources and data formats and using FME, SQL and Python
  • Knowledge of Ordnance Survey suite of mapping products beneficial
  • You will have practical knowledge of interactive web-based GIS and/or enterprise GIS technologies
  • An understanding of Fibre Optics in a Telecoms environment would be a bonus
  • Surveying or field-based data capture experience of any kind would be ideal

The Role


As Contract manager, you will be responsible for Commercial Contracts with Major Clients including public funded programmes. Reporting to the Programme Director and working with the PMO to manage the whole contract life cycle of existing and new contracts including pre-contract support to negotiations; contract closure (execution); and contract compliance/governance post award. The role holder will be accountable for ensuring that the contract is delivered to meet client expectations and achieve the commercial outcomes for the Fibrus business and its customers

Responsible for the following areas and activities:


  • Managing contract review, negotiation, and execution 
  • Commercial negotiations with Clients
  • Manage the whole contract life cycle of existing and new contracts including pre-contract support to negotiations; contract closure (execution); and contract compliance/governance post award
  • Regular review contracts to ensure compliance to support business needs, and mitigate risks
  • Manage renewals, key events, and post-execution workflow
  • Manage Contract change control
  • Supporting delivery of contract outcomes and savings, contract audits, contract reporting and contract tracking


The Person 


The perfect person will come from a commercial background with experience in infrastructure related projects. Experience in the telecoms industry would be advantageous but not a necessity as would experience of working with public sector clients and public funded programmes.
