Role Responsibilities 


  • This role will see you taking lead on delivering key core network nodes across Northern Ireland, working to roll out one of the most exciting projects in the telecoms industry to date.

As a Fibre Planner you will be working on new and existing design projects as Fibrus rolls out its FTTH network across N. Ireland. The Role / Responsibilities


This role is ideal for someone with previous Fibre Planning and Fibre Design experience. Our Planning teams are responsible for design activities associated with Fibrus FTTP/Commercial and rural network design. 


This role will focus on producing a technical design and authorising change control from existing plans and updating them as necessary which will contain enough detailed and validated information about a build area to give increased confidence in build and cost accuracy. You would be co-ordinating with our build team and our planning partners to update the necessary change on time so that our contractors’ network with minimal change and maximum efficiency. The role will also require ownership on build area by working on any changes to the design post the start of build.


The role will be a mix of office-based desktop design using GIS tools (ESRI) and in the field surveying work, walking routes and completing concept designs before turning these into technical network design packs. We are therefore keen to speak to those with an understanding of fibre and civils in FTTP builds, such as trench lines, prime cabinet locations and placements and the challenges faced with overcoming Special Engineering Difficulties (SEDs). 


  • A good appreciation or experience of Fibre Surveying and associated splicing and network understanding practicalities would be preferable however we will also consider those that have FTTH / FTTP related experience with a sound IT background. 
  • Knowledge of splitters and single mode fibre deployment.
  • Integrate within the various departments within the business so that they will understand the processes involved from HLD/LLD/Construction Phase/Commissioning/Sales hand over/Customer Service Provision to drive consistency, quality, suitability and cost-effectiveness with every design and build.
  • Production of reactive desktop designs and feasibilities to leverage new opportunities
  • If necessary, produce construction & cabling work packages for internal and/or external teams
  • Ensure that all works comply with guidelines and relevant codes of practice.
  • Work with the Project Manager to deliver project work plans and revise as appropriate to meet changing needs
  • Work closely with relevant stakeholders, internal, external, local authorities to ensure effective and efficient implementation of the infrastructure and react to any changes necessary
  • Design and maintain accurate systems to support the planning process


The Person


The ideal person will come from a telecoms background coupled with extensive planning experience – previous experience working for a major UK telecom company would be an advantage.

  • Detailed understanding of UK/NI local and national authority regulations in respect to civil engineering works
  • Detailed understanding and working experience of Wayleaves
  • Good knowledge of Streetwork regulations

The Role

You will be responsible for the following core areas and activities:

  • Business lead for updating and maintaining the information held on our GIS business systems
  • Maintaining and updating the NI premise data (pointer data) set used by the Fibrus business in the build of its telecoms network
  • Resolving issues that arise between different data layers and opposing co-ordinate systems across the applications utilised in the business
  • Liaising with external 3rd party technical resources (e.g. OSNI, ESRI & Openreach) to resolve any GIS compatibility issues
  • Work collaboratively with our contractor partners to ensure that NISRANS Symology is being accurately reported to the Roads Authority all works in the public highway
  • Producing survey maps to support the survey team, checking subsequent survey packs for completeness and alignment with the Network Plan
  • Publishing online maps and data which can be viewed and shared within the organisation or with the public
  • Survey areas that have incomplete or missing GIS or Telecoms Physical Infrastructure data
  • Capturing asset data using a combination of paper-based mapping and tablets with ESRI ArcGIS software
  • Identifying asset types and dimensions and recording them accurately
  • Maintain up to data and accurate “As-Built” records of all network inventory from the Fibrus build programmeOrdering digital mapping data
  • Support with the upkeep and management of data used in Fibrus GIS products.


The Person

You will have the ability to work with minimal supervision in a busy and fast paced environment


Experience

  • The ideal candidate will come from a telecoms/GIS background with a minimum of two years planning experience and will have a GIS/CAD related qualification
  • You will be experienced in the use of ESRI ArcGIS 10x and ArcGIS Pro, web GIS in ArcGIS Online/ Portal for ArcGIS and ArcGIS Server
  • Other open source GIS skills are also desirable
  • You will have experience in a variety of data sources and data formats and using FME, SQL and Python

Wayleave Manager Responsibilities Will Include


  • Leading a team of experience Wayleave Officers to ensure continued delivery

  • Negotiate Terms & conditions on behalf of the company

  • A sound legal understanding of requirements and the ability to distribute this knowledge throughout the team and our planning partners, respectively.
  • Experience of the “Symology” Platform would be preferred however not essential.
  • The use of GIS mapping systems to outline boundaries and wayleave issues would be a key working platform. The management and analysis of this so that that it can be co-ordinated to our planning and build teams.
  • A sound understanding of Listed building entitlements/SEDs and other buildings/structures of interest would be a key responsibility. Documentation and design documents regarding the access of these buildings to be updated and deployed through the team and our planning teams.


In summary this role shall involve:


  • Working with the Company’s planning team and build team to determine the site access routes/cabling routes and any new infrastructure required in wayleave areas. Where necessary taking the initiative to review and amend the access routes to satisfy the planned activity, the approval of the Grantor and the approval of the Client.
  • Maintain good relations with the Client, Grantors and Third Parties informing them of any changes to programme that will affect them and responding to any queries they may have.
  • Production of drawings and schedules to describe the scope of access & accommodation works, identifying land ownership boundaries, access routes, utilities, environmental and other permissions that are required to facilitate the works. Working with the Planning department to develop the information required.
  • Review the scope of works on site to determine how the activities may be accommodated with the Wayleave, Easement or Development Consent Order.
  • Work closely with the Construction team ensuring issues are resolved and the programme is not delayed.


Key Duties & Responsibilities:


  • Maintain a working relationship with the Client’s Land Officer, Grantors and Third Parties. Knowledge of farming, industrial land use and other land management issues would be an advantage.
  • Liaise with the Client’s Land Officer and the site delivery team to understand the access required and what is permissible to arrive at a solution which satisfies all parties and can be delivered within the consents and within the contract budget.
  • Fielding and log day to day queries, referring to the Client’s Land Officer as required, from Grantors and other Stakeholders.
  • Produce drawings that detail scope of accommodation works, land ownership boundaries, access routes, utilities, environmental and other permissions that are required to facilitate the works.
  • Update drawings and records with any agreed changes from Client’s Land Officer.
  • Ensure that the Client’s Land Officer is updated on the progress and programme of works to ensure that all operations are carried out without interruptions.
  • Working with the Client’s Land Officer, arrange and obtain any necessary access agreements or consents with Stakeholders including Authorities, Local Authorities, Highway Managers, Railways, Waterways, other Utilities and the like.
  • Ensure the Access & Accommodation Works Schedules include the full scope of works as a record for Babcock, the Client, Grantor or Third Party.
  • Ensure that Officers under your management when required Inspect the access routes ensuring that they are clearly marked, and the route is agreed with the Grantor(s).
  • The Wayleave / Easement and Consents Manager shall liaise with the site delivery team to ensure compliance with the undertaking or consent requirements.
  • Work with the site delivery team to ensure that access routes are handed back in accordance with the agreed programme and to the agreed handover condition.
  • Identify, and coordinate with Grantors, minor repairs to hedges, fences, gates etc. to maintain security of access.

The Role


As Senior Business Analyst within the Finance team, you will be responsible for managing and developing our financial models, monitoring operational and financial data against the models, and producing first-rate strategic, tactical and informational reports. The Role


As Contract manager, you will be responsible for keeping track of deadlines, deliverables, and obligations in our customer facing projects and programmes. 


Reporting to the Programme Director and working with the PMO to manage the whole Stratum contract and project lifecycle. The role holder will be accountable for ensuring that the contract can be delivered to meet client expectations and achieve the commercial outcomes for the Fibrus business and its customers.


Responsible for the following areas and activities:

  • Regular review of project plans and contract obligations to ensure compliance to support business needs, and mitigate risks
  • Risk and issues management
  • Tracking and reporting progress and risk against customer deadlines and deliverables
  • Work with the PMO and Delivery teams to identify and resolve barriers to meeting deadlines and commitments
  • Operate project controls to track and expedite contract achievement
  • Supporting delivery of contract outcomes and savings, contract audits, contract reporting and contract tracking


The Person


The ideal person will come from a commercial background with experience in infrastructure related projects. Experience in the telecoms industry would be advantageous but not a necessity as would experience of working with public sector clients and public funded programmes.


Ability


  • 3+ years of experience with commercial and public sector contract management
  • Experience working on large telecoms infrastructure builds 
  • Independent/self-starter, proactive and had working
  • Strong communication and negotiation skills
  • Analytical and critical thinking and ability to identify key contract obligations and potential business risks and devise and implement strategies for mitigating risks
  • Strong sense of values, ethics, and confidentiality, for dealing with sensitive information.
  • Ability to contribute effective, value-adding advice to the business and to guide and direct internal clients in comprehending and interpreting business contract requirements
  • A sense for identifying and pursuing opportunities within contracts and for developing business with existing and new clients
  • Organised with attention to detail, good document management capabilities with experience in change control and change management
  • Personality; interacts comfortably with other people

We’re looking for an experienced and driven Project Coordinator who can work alongside our Project Managers to coordinate projects that deliver FTTP (Fibre To The Premises) network roll-outs across NI helping to ensure these are delivered on time, within scope and to the agreed budget.


The Role


You will be responsible for the following areas and activities:


Experience


  • You will be the Key Business Planning interface with projects and overarching company objectives. Expected to routinely operate up to Director-level.
  • Experience in the Telecommunications sector
  • Develop a routine cycle of frequent engagement with the programme leads / managers, including attendance on programme boards, in order to develop:

o An intimate knowledge of programme growth strategy

o An early warning of planned changes to forecast

o Develop set of assumptions for each programme that we can use to flex resource Handshake on programme progression 

o Tracking the accuracy of New Product volume assumptions

  • Anticipate, track and (with Resource Planning) assess the impact of in-year forecast variance
  • Support Resource Planning Analysis and Insight through the collation and reporting of actual deliverable completions by month and programme
  • Ensuring full visibility of activity, costs and risks across all areas of the project
  • Creating and maintaining comprehensive project documentation – ensuring Microsoft
  • Project Plans and Microsoft Teams documents are updated and maintained
  • Assisting the Project Manager to define the project scope, project activities and dates, involving all relevant stakeholders (internal and external)
  • Working with the Project Manager to ensure the correct activities are identified on the project to deliver by ensuring lessons learned are communicated effectively
  • Monitoring and tracking project progress against the detailed project plan – identifying risk and supporting the Project Manager in identifying mitigation activities
  • Executing mitigation plans to minimise project risks and reporting on the status when required
  • Reporting project progress, status, costs and risk to Project Manager in a regular and timely manner, using appropriate tools and techniques, including escalation of risks to management as needed
  • Reporting changes to the project scope, project schedule and project costs using appropriate verification techniques and in accordance with company management strategies, policies and plans
  • Feeding back on areas for cost improvement and potential programme benefits realisations
  • You’ll have a proven track record in coordinating large scale complex projects in a B2B environment, experience in successful end to end project management delivery and project management skills across all aspects of projects, from inception to delivery and handover.
  • Experience of planning and controlling complex, multi-work stream projects effectively
  • Devising and delivering mitigation to address key risks facing the project
  • Proven ability to develop and manage project budget and finances
  • Able to successfully manage relationships with internal and external facing stakeholders
  • In-depth knowledge of project management methodologies including Prince 2 or PMi and MS Project or equivalent
  • Proven leadership and people management expertise, managing and motivating matrix teams
  • MS Excel, Project, Word and PowerPoint skills to intermediate level or above
  • Prince2 trained/PM authority
